Direct Express Debit MasterCard is a prepaid card issued by the US Department of Treasury that is offered to those who receive Social Security and Supplemental Security as an option to getting their funds, versus receiving checks in the mail. The card is issued by Comerica Bank.
The US Treasury now requires that federal benefit payments (including Social Security, VA benefits) must be made electronically. You can therefore choose to have your payments sent via direct deposit to your checking or savings account at a bank or credit union or you can sign up for Direct Express Debit MasterCard Account. If you are not complaint with the law, you may be enrolled in the Direct Express program unless you are granted exception from the law, which while possible is very difficult to get.

The list of beneficiaries that can enroll in Direct Express extends beyond the Social Security program. Those getting VA Compensation or Pension, RRB Annuity, and OPM (Federal Retirement) can all apply and get their benefits through the debit card.
